Cirdan has declared that the Closeburn photo is used in a scene with armed warriors that have long black hair. Clearly then this rules out the possibility of it being Edoras. Given its dilapidated condition of the the stone its more likely that this in fact is a monument in Lithien (probably misspelling that) and will include Faramir and his band of rangers when finished. It's intriguing that eagles were used on the monument. Eagles are frequently symbols of power and domination. But their current crumbling status marks an end of their rule in the land where they keep their silent watch. Definately sounds like that stretch of green between the Auduin and the mountains of Mordor. Just my guess.
