I personally think that the picture in question is NOT about the Nazgûl at all, but rather about the Barrow-wights. The Nazgûl are described as being invisible (unless seen while wearing the Ring).

Also, when captured in the Barrow-downs, they're lying in an ancient burial underground, so the columns might suggest the interior of that location.

The characters in the pictures have skeletal hands, so most likely (in my view) this is an adaptation of the encounter in the barrow-downs, since by now we all know that Tom Bombadil won't be appearing in the movie.
