Gandalf Was Elven?

"Three rings for Elven-Kings, under the sky..."

My fellow comrades and I have been debating over an intriguing argument: is Gandalf of Elven lineage? And does the fact that he wields an Elven Ring (for an Elven King) give credit to this argument? He is never called a man, just a wizard. Please correct me if I am mistaken (with page numbers/references). So, is he, like so many that fade into the Grey Havens, an elf? It never says he isn't...(that I know of)... ;)
