The answer to the famed wizard-on-the-wheel riddle seems to be not so difficult. In the book Saruman dies by being administered some arrows in his back after stabbing Grima. This must have been a bit of a downer to Jackson so the fallen wizard would be better off if he paid more symbolically for the littering of the beautiful Shire: for turning the well-known mill into an industry old Saru just had to be punished by being killed by his own creation; a classic theme in moviemaking from Metropolis and Frankenstein on. So the cruel spikes he added to the former lovely scene turn into his demise.
