I think Andrew brings up a good point. The only thing I can think of is this: even though the ring has the power to (to a point) choose his master, it can not control the actions of others. Just like a little child, when asked, it might not want to go out, but he/she can be FORCED to by his/her parents. Also, the ring does everything in its power to get back to Sauron. Isuldir is killed, Gollum loses it to Bilbo (maybe because the ring thought that there was no hope in going back to his master if it stayed with gollum), and then to Frodo, who took the ring into the very heart of Mordor.
