Bombadil vs. Arwen

The claims supporting Peter Jackson's cutting of Tom Bombadil are that Tom Bombadil adds nothing to the story development of the War of the Ring, and that there is not enough time to include him in the movie. If there is not enough time to include a character of Tolkien's own making -- violating, in my opinion, Peter Jackson's duty to stay true to the books, and somewhat invalidating his other efforts -- why is there enough time to add love scenes between Arwen and Aragorn? Does that aid the development of the story of the War of the Ring? We can be shown that they are in love without that extraneous material.
