Lord of the Rings Action Figures Released
Matthew Bass

Thanks go to Tolkien Online for pointing this out. One of the staff members there had this to say about the new Toy Biz figures' popularity:

I have to state that this completely contradicts my experience in the demand for these products. I live in the Kansas City area and have been scouring the local Toys R Us stores for these figures. I've been lucky enough to get my hands on 9 of the 10 Assortment 1 (Frodo, Ringwraith, Legolas, Aragorn, Lurtz)and Assortment 2 (Gimli, Gandalf, Saruman, Orc overseer, Sam) action figures, with the exception of Aragorn (and this was mainly due to luck and great timing). I'm being told by the Toys R Us employees that the action figures are "selling out within hours of them being put out on the shelves." It looks like Aragorn, Frodo, Legolas and the Ringwraith figures are the ones that sell out the quickest.
