You have to remember that Jackson had two audiences to think about when he filmed: those that have read the book and those that haven't.
SO, to make Glamdring glow he would have had to add more time to explain the sword for those who haven't read the book. Why Bilbo couldn't have mentioned something when he gave Frodo Sting, I don't know. That seems like it would have been the easiest place to put that in. It is possible that Jackson cut it from the movie and an explanation and Glamdring's glow will be included in the extended version.
