Mines of Moria
Fredap

Eventhough Moria is a Sindarian word, Moria was built by the Dwarves. According to the Tolkien Companion, it was settled by none other than Durin himself. Durin recieved the sign of his kingship of the Dwarves when he looked into Kheled-zaram and saw the crown of stars around his head.

The reason for the Elvish inscription around the Western doors, is that the Elvenland known as Eregion was located there. The inscription was designed by Celebrimbor, the forger of the Elven rings of power.

Hope this helps.
