Another point to consider in comparing and contrasting Sam and Frodo each wearing the Ring in Mordor is that while Sam wore the Ring to make himself invisible, Frodo finally broke down and CLAIMED the Ring as his own. It was at this point that Sauron's attention was drawn to Mount Doom and all his will focused there. Remember back to an earlier discussion (Council of Elrond?) where Gandalf said that Sauron is just waiting to see which great lord would come forth to do battle with the Ring. It would be at that moment that he would have to move before the new "owner" could master the Ring and bend it to his/her will. Frodo's words of claiming the Ring while wearing it became words of power that drew Sauron's attention.
