In answer to your two recent questions.....the matter of the ring of orcs making scary faces at the fellowship instead of attacking, there is a simple answer. They know they can take them, however, I would think they also know the first to attack probably won't survive to make a snack of the fellowship.
The towered city that Gandalf rides to is Minas Tirith. The lords of Gondor have amassed a great library which the steward on many occasions has allowed Gandalf access to. As memory serves it is mentioned that they have such rare and ancient texts in the library that there are some that no living person in middle earth can translate. This, of course, is the city which Boromir rode from to request aid from the elves of Rivendell.
