Actually Dee, Legolas was the only elf at Helms Deep, as Elladan and Elrohir enter the story in ROTK. As for the fact that they decided to put elves there in the film, it probably has something to do with the fact that as all the action was taking place in the world of men, they were worried that the audience would forget about them. But that's just a guess, someone else may be able to answer your question better.
