Gil-Galad does show up in the prologue of FOTR, but only very briefly. All we see is a cut of him driving his spear Aiglos into a downed orc.

Lilly brought up a good point when she observed that though Gollum was being tortured and interrogated in Barad-Dur, the Ringwraiths rode out of Minas Morgul. This illustrates the idea that since the Nazgul can serve no will other than Sauron's they have a sort of direct link to his mind and can get their orders from great distances. This may be shown further at the end of ROTK (those who have read the book will know what I'm talking about).
