Viking, you are correct, the Year of Lamentation does refer to the year of the Nirnaeth Arnoediad, the unsuccessful assault on Morgoth led my Maedhros. This saw the deaths of Fingon and Huor, as well as Turgon riding unbidden from the hidden city of Gondolin with an army of ten thousand and upon his brother's death becoming the High King od the Noldor.
