'Ring-vision'

Why does Frodo see things so strangly while wearing the Ring? I am currently reading The Hobbit (again) and have noticed that when Bilbo wears the Ring that HIS vision seems to be perfectly clear. In fact, he is unaware of his invisiblity until Gollum runs past him, not taking any notice of him. Also, he puts the ring on to be invisible to attack the Giant Spiders in Mirkwood and no mention of unusual vision is made there either. Was there something that I missed in LOTR that explains this? Does Frodo's proximity to Mordor have anything to do with it?
