The Mouth of Annatar versus the "Witch King", in all fairness there is no comparison. The Witch King everytime! The Mouth was purely just wise and benevolent man, faithfully serving his peaceloving lord. The Enlightened Spirit Leader Of The Nine,however, held great power over the hearts of men and women, turning evil to good and sowing brotherly love everywhere (except the slave pits of Eregion/Imladris, Lorien the home of the elf-witch and The Grey Havens where the trawler captain Cirdan sailed).
Who was the greatest? Well in all things is a balance. Even the fallen valar (jailkeepers to "he that comes in might", and denyiers of Eru's/Melkors gift of eternal life) know this. Seven Maiar were sent. Seven of kin to Annatar. Seven to balance his power. Gandalf the old fool was wise enough, wise enough not to venture too far. Death he found on the peak of Zirak-Zigil, a death that freed him to return, a death which would have been denied him if he had ventured to far into "The Land". Payment for past evils would have been his reward. But as we know Gandalf greyhame, Gandalf the craven coward, always did set off traps from afar, sending others to do his work. Others to get caught, like the spys from the rat-land of the shire. Again the banner of the Eye must be raised!! Once again it's loving gaze will sweep the land clear of all elvish influence.
