I think the reason they are takin there is because it fills a different hole for PJ. And putting more of it in the SE would just back it up. Since the entire chapter The Voice of Saruman is taken out of the movies and the plantir never passes to Strider, Sauron doesn't have a reason to open his war early as he does in the book. So the nazgul seeing Frodo Sam and the ring in Osgiliath gives Sauron reasons to believe the ring is going to Gondor so he had to attack swiftly.

Or at least thats what I think......
