Mysterious Soldiers at the Black Gate
Servant of Eru

Galadriel, the two soldiers of Sauron at the Black Gate are, in fact, evil men from the little-mentioned countries to the east. They are known as Easterlings and have forever been at war with Gondor. It came directly from the book (minus Sam falling), when Frodo, Sam, and Gollum are spying on the Black Gate. "These were Men of other race, out of the wide Eastlands, gathering to the summons of their Overlord; armies that had encamped before his Gate by night and now marched in to swell his mounting power."

That's the answer as to who these people are, but as to why they have a feminine look to their eyes (I noticed that too), you'll have to ask someone else. As an afterthought, the Easterlings have some of the coolest armor of all races in the first two movies!
