Foxy, that's just the make-up artists working with what they've got.

In the movie, the makeup says a lot about a character, just like the costumes. Grima's makeup is spraypainted onto his face and is layered thickly: all to make his skin look thin!

Since the Easterlings would only have their eyes showing, the dark circles were put around their eyes to make them look more secretive and evil.

So, there's really no connection to the literature there.
