In fact at the end of Chapter 4 in ROTK, Gandalf does indeed confront the Lord of the Nazgul, alone, at the Gate of Gondor after the Gate is destroyed. No battle occurs as the LOTN is distracted by the crowing of a cock as the horns of the north announce the arrival of the Rohirrim.
