Not really, no. Arwen barely makes an appearance in the book, yet in the end Aragorn marries her (choosing her over Eowyn, who seems like a perfect match for him). Therefore she needs more screen-time to establish herself as a character. Otherwise it looks like the action hero's marrying one of the walk-ons - and THAT's wierd.
