No, Celeborn doesn't bring the Elves to Helm's Deep, that elf is Haldir.
Osgiliath is not Gondor's second city. Originally, Osgiliath was the 'first city' of Gondor, not Minas Tirith.
Of course they would worry about the battle! They didn't know for sure that Gandalf and Eomer would come. And think about it: 300 Rohanians vs. 10,000 Uruk-hai. Obviously they would be worried.
I doubt that Lothlorien would send their whole army to held defend Helm's Deep.
