I don't think the blond elf may have any particular importance; leastways in the movies. However, I read or heard a theory somewhere that it might have been Thranduil, the father of Legolas, who did go to war with Gil-Galad. I don’t know if the filmmakers or the conceptual artists had him in mind at all, but I suppose it’s possible.
