Destroy, control, either way I think he would have gotten bored. There would be nothing for him to do. Nothing more for him to control. If all the world was made to submit or voluntarily submitted after that there would be no new challenges. Think of how boring that would be... Forever on top. No one to challenge you, nothing new to do. I think it would get very old very quick! Yes he wanted evil progress, but how far can you progress? I would think under such an evil dictatorship you could only go so far. History has shown us that all dictatorships reach a point where they can go no further, usually down, and are forced to undergo a radical change. I will assume that the same is true for Middle-Earth so that would mean that Sauron could only control and progress in an evil direction for so long then a rebellion would start. Eventually I think some human would wise up and realize that he was wicked and his system wasn't working. Look at the time! I must be running! Many things must be done ere I sleep tonight!
