My suspicion is that the Ring, having a mind of its own, has the sensibility to make the clothes disappear. I do not think it is supposed to make things that are touched disappear - otherwise Arda would disappear, as the Ringwearer would be standing on it; the very ground would become invisible. Things that the Ring considers are the person's "equipment" - his/her sword, clothing - the Ring makes invisible, but not other things.
