As I made the observation of one of "will" then this is easily dismissed on why Sam doesn't disappear...

Sam is not motivated by fear to disappear. We also know that Sam has a stronger will to be with Frodo, his will is to BE with his best friend, to be SEEN supporting him. Sam's deepest fear is that Frodo would be left alone. He wants Frodo to know he'll be there to support him, to be his friend.

This is an illustration of WILL over DEFAULT. The One ring doesn't default the ability of invisibility. Just wearing the ring isn't going to make you invisible.
