I was wondering the same thing, but I later read an article which may explain a little. I can't remember which magazine it was in, but it stated that the last few chapters including Shelob would NOT be in TTT. I believe that The Choices of Master Samwise will be kicked into RotK and the first chapter of RotK will be placed in the end TTT. That's just my opinion, but I know that we will not see Shelob until The Return of the King, because Peter Jackson stated that Frodo and Sam did not have enough to do in RotK, and that's why the Shelob part is going to be in the last movie.
OK, this was a run-on article if I ever wrote one... sorry for being so jumbled, but, as I said, maybe it will help a little.
